Can anyone give me some suggestions on how to address these problems so we all can have a good working relationship with each other?

I must stress that this is usually a low stress job, but this manager (and the boss much of the time) make it very unpleasant to work there.

Just because he's salary and the most experienced, it doesnt mean he should get to trample over us, or prevent us from having a good work experience.

No one else can take a vacation because of him, we all have to work around whatever times he wants off.

We're understaffed (boss cant afford to oay me for more than 40 hours a week), we have too much on our plates to juggle, and we constantly have to clean up whatever mess he makes.

The concern is, every time he leaves for vacation, things just go to hell at work.

I've never even been there once, but that's not the point or concern here.
